In Winnipeg, Dr. Brent Roussin, Manitoba’s chief public health officer, announces additional public-health restrictions as COVID-19 cases continue to surge in the province. The announcement comes ahead of the Victoria Day long weekend. The spike in cases has forced the province to transfer some patients with COVID-19 to a hospital in Thunder Bay, Ontario.
